At 13:45 on April 11, 2009, PM Abhisit Vejjachiwa addressed the public on the national TV pool to declare the state of emergency in Pattaya and Cholburi
PM Abhisit said," ASEAN summit meeting plus the interlocutor nations at Pattaya was going on but there are a group of brother and sister citizens rallying and attempting to obstruct the meeting. The government has tried to use gentle and restrained approaches and all means including negotiation to prevent the demonstrators to obstruct the meeting of ASEAN and interlocutor nations in Thailand."
"In addition, there are another group of brother and sister citizens who volunteered to help the government to secure the peace. In the incidence this morning, there was a clash between those two groups and attempts at all cost to obstruct the traffic in Pattaya. The latest incidence was that some demonstrators trespassed into the convention, therefore, the government decided to postpone the ASEAN summit meeting plus the interlocutor nations. I had opportunities to meet other ASEAN leaders and told them about the decision. Other ASEAN and the interlocutor nations leaders expressed understanding of the situation and thanked the government in trying to arrange the meeting but supported the decision to postpone the meeting."
"Therefore, the duty of me and the government now is to look after the security of the leaders while returning home and to secure and restore peace to normal as soon as possible. To achieve this, I have to exercise the authority to declare the state of extremely serious emergency in Pattaya and Cholburi. Also by the authority of the Emergency Decree, the vice Prime Minister Suthep Tuaksuban has been appointed to be the commander to execute the duty in this emergency state."
I would like to tell and reiterate to all brother and sister citizens that my and the government's decision would base on the maximum benefit of the country and we will carry out all measures to restore peace and restore peace to normal as soon as possible. Thank you."

There appears to be groups of people carrying out movements to cause turmoils with reasons to believe that there would also be violence leading to domestic unrest as well as bad effects to the administration of the country and to the confidence in the national economy system, all of which are considered as dangers to the national security, the development of democracy and the exercise of rights and freedom of innocent people. Therefore, there is an immediate necesssity to rectify the situation.
By authorization, as stipulated by article 5 and article 11 of the Emergency Decree BE 2548 (AD 2005) which is the law having some clauses limiting the rights and freedom of individuals, which article 29 plus article 32 article 33, article 34, article 36, article 38, article 41, article 43, article 45, and article 63 of the Constitution of The Kingdom of Thailand permit to be carried out only by the authorization of the laws, the Prime Minister, therefore, announces the state of emergency in Pattaya and Cholburi from this moment onward.

The state of emergency in Pattaya and Cholburi was cancelled on the same day at 8:00pm after all the foreign leaders have left Thailand.
